Coordination and Centralization of Crisis Management Processes

he Act provides for the establishment of the Governmental Civil Protection Team (RZOL), which will be responsible for coordinating activities related to the protection of the population. RZOL, in close cooperation with the Government Centre for Security (RCB), will monitor crisis situations and develop response plans, enabling the rapid mobilization of resources in the event of a threat. The main objective is to integrate actions at the national level in order to minimize delays caused by the lack of central coordination.

Warning Procedures and Registration of Key Facilities

The Act outlines detailed regulations concerning alarm systems and the registration of key facilities essential for civil protection, such as shelters and evacuation sites. The warning system will be fully automated and connected to the Government Centre for Security (RCB), enabling fast and efficient dissemination of threat information to the public.

Civil Defense System and Public Engagement

The draft law defines actions related to civil defense, including provisions for calling citizens to participate in defense operations. It also establishes the rules for the functioning of civil defense units and support mechanisms for local communities and citizens during crises. The legislation includes plans for regular civil defense drills and public awareness campaigns.

The draft law expands the role of local governments, which will be required to develop detailed crisis response plans and organize local civil protection structures. Their duties will also include establishing evacuation points and informing residents about potential threats. Local government units will also have the right to obtain additional funding from the state budget for activities related to civil protection.
