The main objective is to integrate actions at the national level in order to minimize delays caused by the lack of central coordination.

The Act outlines detailed regulations concerning alarm systems and the registration of key facilities essential for civil protection, such as shelters and evacuation sites. The warning system will be fully automated and connected to the Government Centre for Security (RCB), enabling fast and efficient dissemination of threat information to the public.

The draft law defines actions related to civil defense, including provisions for calling citizens to participate in defense operations. It also establishes the rules for the functioning of civil defense units and support mechanisms for local communities and citizens during crises.
